The management of natural resources, such as water, to prevent waste, destruction or neglect is vitally important, especially in Southern California.
Urban water conservation usually includes voluntary reductions and more efficient practices achieved either through public education or from requirements to install water-conserving fixtures in new or renovated buildings.
Water conservation is a way to improve local water supplies, not just to stretch the supply during a drought or emergency. Statewide standards were developed in the 1990s for both urban and agricultural water efficiency, but not all of the standards have been implemented, and much remains to be done.
Water agencies in Ventura County have a long history of promoting water efficiency, beginning during the extended drought in the late 1970s. In 1982, Ventura became the first county in California to implement a regional water efficiency program as part of a focused water conservation initiative, and many remnants of that program still exist.
Urban water efficiency involves technological or behavioral improvements to indoor and outdoor residential, commercial, industrial and institutional use. The primary benefits include reduced need for costly development of more water supplies, reduced energy use associated with water distribution and heating, additional water available for environmental uses, lower water bills for users, and reduced operation and maintenance costs.
