Year-on-year inflation for all 25 EU member states was 2.4 percent in October. Both figures fell slightly from September when the euro-zone reported a 2.6 percent rise in inflation and the entire EU reported 2.5 percent as pressure on oil supplies squeezed prices.
The European Central Bank warned earlier this month that the bank would raise rates if needed -- even at its December meeting -- if it saw the second-round effects of higher oil prices on inflation, such as wage increases.
Eurostat said the yearly change in inflation across the EU was fueled by higher prices for alcohol and tobacco, transportation and housing. The cost of communications and clothing have fallen during the year, it said.
The lowest annual rates for inflation were seen in Finland with 0.8 percent and Sweden with 0.9 percent. Latvia has seen the highest price increases at 7.7 percent, followed by Luxembourg at 5.0 percent and Estonia at 4.5 percent.
